SAM, Inc. has recently filled several leadership positions at the firm with outstanding professionals. We are pleased to highlight Katherine Holtz, P.E.,and Tom Flaherty, RPLS, for their new roles with the firm.
Katherine Holtz, PE, has been appointed to manage our new
subsidiary for construction services, SAM-CS, Inc.
Katherine has been named as Vice President of SAM, Inc.'s new wholly owned subsidiary, SAM-Construction Services, Inc. (SAM-CS, Inc.) She has more than 30 years of advanced experience in materials, design, and construction engineering. Katherine has considerable expertise in the transportation sector, including design and project management for capital improvement projects, transportation planning and technology services, quality assurance and control management, materials performance engineering and construction management.
With SAM-CS, Inc. Katherine will manage the company's service programs for transportation, electric transmission, oil and gas pipeline, and water/wastewater projects. Services will include construction inspection and observation, contract administration, implementing QA/QC programs, and developing construction/materials quality manuals and specifications. She will also have a lead role in bringing our LiDAR-based data collection applications and other state-of-the-art technologies to construction phase services.
Katherine has 20 years of progressive technical and management experience with the Texas Department of Transportation (TxDOT) and holds pre-certifications in several of their work categories. She is also certified by the American Society of Quality (ASQ).
Very active with industry stewardship, Katherine has served on numerous committees for organizations such as the American Association of State Highway Transportation Officials (AASHTO), Transportation Research Board Committee on Quality Assurance, Lower Colorado River Authority (LCRA), National Recycled Materials Research Center, National Partnership for Highway Quality (NPHQ), and the Association of General Contractors (AGC).
Katherine's extensive expertise will be a tremendous asset for our firm. We are very pleased to have her on board and look forward to her contributions.

Tom Flaherty, RPLS, has joined the firm as part of
our Dallas Office management team
Tom is a Registered Professional Land Surveyor in Texas with more than 29 years of experience. He has an extensive background in all aspects of land surveying, including boundary surveys, topographical surveys, route and right-of-way surveys, construction surveying, photo-grammetry and aerial mapping. He also has considerable experience with professional survey practices, including project management, client relations, and business development.
Most recently Tom was Survey Department Manager and an Associate Principal for 10 years with Pacheco Koch engineering consultants in Dallas. While there he had lead responsibility for managing projects of several municipal and state clients, including the Texas Department of Transportation (TxDOT). Prior to that he was with Edwards and Kelcey engineering consultants. Tom has spent his entire career in the surveying profession. He comes from a family of surveyors, with two brothers who are also licensed professional surveyors. He is active with several professional associations and was formerly a Director of the Texas Society of Professional Surveyors (TSPS).
For SAM, Inc. Tom will provide project management leadership for a variety of clients and project types. He currently has TxDOT precertifications in six categories and transportation will be a key service area for him. With his in-depth knowledge of the Dallas market he will also be engaged in business development and client relations.
We are excited to have Tom as part of our Dallas team and look forward to his contributions. Tom's extensive surveying and management experience and strong market familiarity will be a great asset to our firm.
